How we reference definitions

Do we define ALL terms?

The OBO Foundry includes this principle:

• The ontologies include textual definitions for all terms - Many biological and medical terms may be ambiguous, so terms should be defined so that their precise meaning within the context of a particular ontology is clear to a human reader.

Does this mean we need to define exact synonyms? For example, occipital foramen is a synonym of foramen magnum, but only foramen magnum is defined.

Do we need article references for EACH term?

Another OBO Foundry principle reads:

• The ontology is well documented.

This means, in part, that we have resources for all our terms. Can we have definitions for terms that are created on the spot by HAO curators and reference them as: [HAO curator: Andrew R. Deans 2009-02-27]?
